Can I operate a premium rate telephone service aimed at expats in spain

Question – I wanted to ask if I can operate a premium rate telephone service aimed at expats in spain, can i use 0906 numbers over here and will the clients pay more as the calls will be from overseas. Alternatively can you offer a spanish premuim rate number for this, i would like to have 2 types of service, ringtones, and vitual chat (message exchange and connnections) like maleforce! Again is this something you can help me with, there is huge potential for this here and would be very grateful if you can offer some advice on this, many thanks, Oliver
