I Want To Set Up A Premium Rate Competition Phone Service and I have a few questions – Anthony.
According to other premium rate phone services I’m assuming that I need to get prior permission to set this up from phonepayplus.org.uk?
** you don’t need prior permission – you just need to register as an information provider with www.phonepayplus.org.uk

Question - can premium rate phone calls automatically be capped at £30 , i.e. if the caller was charge £1.50/min, but reached the £30 the caller wouldn’t be charged more than £30 even if the call went on more than the 20 or 30 min.
Answer – all premium rate calls are charged per minute. So if the call lasts 20 minutes and is charged at £1.50/min – the cost to the caller will be £30. If the call lasted 19 minutes the caller would be charged 19 X £1.50/min = £28.50.
So the answer is no – calls cannot be capped – they are charged always on a per minute basis.
There are 2 things to consider here:
1. Under current rules no call can last for more than £30 at any one time. This means that if you were to operate a premium rate number charged at £1.50/min – the maximum duration of the call would be 20 minutes before you had to end the call.
So for a call to last 2 hours – you could only do this by operating on a premium rate tariff where the call cost is no more than 25 pence per minute.
2. If the person who made the call to you did not have permission to use the phone they were dialling from – then the owner of the phone bill can apply to phonepayplus to organise a full refund. This means you won’t get paid.
However, if the call was genuine and someone is just refusing to pay their phone bill – then you will be paid.
Question – Am I Classified As A Service Provider By The UK Regulators?
Answer – Yes, Phone Pay Plus (the regulators) classify you as a “service provider”. Phone Pay Plus will keep on file details of the services you operate and also contact details, incase they have any queries about how you are running a particular type of service and wish to contact you directly.
Question – When do I receive my monthly premium rate phone call payment?
Answer – You receive payment 45 days after month end – for example:
Question – Can anything go wrong?
Answer – The only major thing to remember is chargebacks (when people dispute a charge on their phone bill). For example, you may receive a complaint that a call was made from a house number without the permission of the person who pays the phone bill. If they can prove their phone was used without their permission they can ask for a chargeback. British Telecom have the right to deduct this money from your payment.
Question – Do These Premium Rate Phone Numbers Work Abroad?
Answer – NO, these premium rate phone numbers only work within the United Kingdom only. However, we have many clients that live outside the UK and promote their lines in the United Kingdom successfully. With the joys of the internet you don’t have to be based inside the United Kingdom to run a premium rate telephone service.
Question – What Is The Maximum Amount Of Phone Calls That Can Be Handled?
Answer – This depends on whether you choose a live service (where you asnwer the phone calls) or if you choose a message service (where the calls come through to large answering machines).
- Live service – if you are answering the phone calls and you only have one phone line, then the maximum amount of calls that can be handled is one. If you have two phones lines, then you can handle two phone calls – etc etc.
- Message service – your message will be loaded onto a telephone computer system that can handled up to 30 phone calls simultaneously.
